High cardiac output failure?? vasodilation

I would like to have an answer for this question.
Is it true that High Cardiac Output Failure is associated with less vascular resistance, like in severe anemia ??

If yes, what could be the pathophysiology behind it??

they are both concerning in blood functions right? so, I guess it would better to give a medication with the help of some drug to sustain the need. Its just a guest.
