I had a radiation gallbladder dumping test recently and was told it was dumping at 13%.Is this an ok rate or would this be an indicator toward surgery?

I assume you mean the gallbladder ejection fraction test. This is done to evaluate possible Acalculous Biliary Pain (ABP, pain without visible gallbladder stones) and usually the ejection fraction is about 35-75% so your result is low and may be suggestive of ABP, in which case surgery may be beneficial, generally speaking.
However, ejection fraction is not the only consideration when determining the indications for surgery, so you will have to discuss the specifics with your surgeon.
