For about a week now, I get a warm sensation on the top-side of my right foot. It is not hot to touch, but an area about the size of a quarter will feel very warm, like someone has just pressed something warm like a heating pad on it. It comes quite often each day on only lasts for about 20-30 seconds each time. There is no redness or pain with it. Please tell me you have an answer because people look at me like I am crazy when I mention it!

Such sensations are not uncommon. They usually disappear with time, sometimes they come and go and are usually harmless. It may be due to various reasons, such as local inflammation, or nerve irritation, in this area especially peripheral nerve impingement may cause discomfort, namely Morton neuroma, which is treated by shoe modifications and anti-inflammatory drugs, and sometimes even surgically. Or it could be due to some other process, often undetermined. Have you got a new pair of shoes or have you exerted your feet more than usual?

However, if this symptom persists for longer than a few weeks, or gets worse, I would recommend seeing your primary care physician.
