Bump on penis

[Confused Airhead]

I have a bump on the side of my penis. It does not burn under alcohol, and after using vinegar on it for 10 min it does not turn white. I do not believe it is an STD. I am however trying to restore my foreskin, and have been told it might be edema. Any thoughts?

Also, it is not irritated, itchy, etc, and it is not surrounded by a rash. its just weird.
